Public Sector & Regulators

The baseline your QoS framework is missing.

New QoS regulations make regulators measure and publish. KASPR supplies the continuous, district-level, seven-year baseline that campaigns, probes and apps cannot.

Problem

New QoS regulations make regulators measure and publish.

Campaign-based tests run a few times a year; probes cover four or five sites per country; crowdsourcing is thin in small or rural markets.

Operators dispute results on sample-size grounds: that exact objection was raised by operators in Mauritius’s 2023 consultation.

What KASPR adds

  1. A seven-year hourly baseline by district and operator, available before the first campaign runs.
  2. Continuous coverage between campaigns and beyond probe sites, at no fieldwork cost.
  3. Cross-validation: an independent check on app and probe results that no licensee can influence.
  4. Explaining non-compliance: hourly patterns separate evening-peak congestion from outages and from single-operator faults.
  5. Resilience monitoring: hurricanes, floods, power events, shutdowns.

What we are not

We measure latency and jitter to KASPR’s measurement infrastructure. We do not measure user throughput, radio parameters (RSRP, SINR) or voice quality (MOS). We are a complementary layer, not a replacement for apps or probes.
